Metoda komunitního plánování jako nástroj k zajištění dostupnosti sociálních služeb prostřednictvím komunitní sociální práce

Abstract

Dostupnost a kvalita sociálních služeb patří k nosným tématům právě probíhající trans- formace sociálních služeb v České republice. Stať se zabývá dostupností sociálních služeb zajišťova- nou metodou komunitního plánování sociálních služeb prostřednictvím komunitní sociální práce.

The paper is concerned with the method of community planning of social services as a tool to ensure the accessibility of social services through com- munity social work. The introductory section is devoted to the social and legislative starting points of community planning of social services in the CR, and the Czech-British project MPSV Support in the reform of social services. The second chapter looks at the basic characteristics and defini- tions of community planning of social services and their principles and values. The third chapter offers a detailed account of the user, contractor and provider of social services as participants in the community planning of social services, not excluding the public. The fourth chapter deals with a key phenomenon, which is the accessibility of social services, and the fifth with the needs of social service users and the methods for ensuring they are met. In the sixth chapter the reader is introduced to an example of the organisational and directive structure of community planning, and the end of the article is devoted to the different phases of the community planning of social services. Community planning of social services may be regarded as a fast develop- ing tool for ensuring accessibility of social services and planning for the development of social services, which has to be clearly anchored in existing legislation and current practice at the level of the community, union of communities and regions in the CR.
